Let it be noted that the Rambam himself notes in a number of places in his Mishna Torah how certain practices evolved post חתימת התלמוד. The Geonim of post Talmudic Bavel/ Babylonia are quoted by him as being at odds with the Talmud’s conclusion in any number of practices. Easiest example is found in how Chanukah lights are to be lit. The Rambam brings his understanding of the Gemara and then notes that throughout the Sephardic world the practice is a variance with him. See the fourth chapter of Hilchos Chanukah.

I don't think we go like this Rambam. This Rambam also seems like an exaggerated, idealized rendition of history. What does he even mean? Where did he even get this from? When was there ever a consensus to follow everything in the Talmud Bavli? The reality is a lot messier.
